The main trust of ERA is to improve the access of rural communities to services and to income opportunities through the rehabilitation and maintenance of rural roads.

The implementation of trial contracts, by trained contractors, as a means of combining training and capacity building of small contractors with the actual construction of the works has proven to be very practical. 

Before roads are being selected for implementation, the Project will check their feasibility and relevance for inclusion under the Project vis-à-vis objectively verifiable indicators that reflect government priorities. A road selection scoring matrix has been designed for this purpose. Rehabilitated roads will eventually be handed over to MPW for future maintenance.

A detailed baseline survey is carried once a road has been selected to facilitate future impact assessments by the Project.
