Trial Contracts

The implementation of trial contracts as a means of combining training and capacity building of contractors with the actual construction of the works has been found to be the most effective way in contractor development.

Therefore, as part of the training for the contractors and their staff, trial contracts of around 2km will be available to those contractors who have successfully completed the classroom training. To obtain a trial contract the contractor must participate in a complete bid process, through  which they are also coached. Since the trial contracts are still part of the training and since contracts are issued without real competition the final price will be negotiated with the ERA Project, to ensure that bid prices are realistic. Contractors are coached through the trial contract, but must fulfill contractual obligations as for a normal contract.

After the successful completion of the trial contracts the contractors can subsequently also bid for additional rehabilitation and maintenance works, following a system of competitive bidding.
