National Labour Force Development Institute
The National Labour Force Development Institute as the organ responsible for the development and implementation of the vocational training policy, as well as defining the competency standards and establishing a national certification system.
Considering the norms foreseen in Articles 17º, 19º and 59º of the Constitution of the Democratic Republic of Timor-Leste, and also those foreseen in Article 16º of Decree-Law no. 07/2007, establishes the National Labour Force Development Institute (INDMO) as a public institute with the purpose of defining the competency standards and creating a certification system for vocational training in accordance with national and international standards.
Creation of INDMO
The National Labour Force Development Institute, herewith known as INDMO, is established under the auspice of the Secretary of State for Vocational Training and Employment. It is an autonomous body endowed with its own judicial, administrative, financial responsibilities and its own assets.
The judicial capacity of INDMO is to practice all the judicial acts, to benefit from all the rights as well as be subjected to all the necessary obligations in executing its functions.
INDMO has the following functions:
a. To define and approve the competency standards for the industry sectors in Timor-Leste;
b. To certify competence according to the approved standards;
c. To certify vocational training centres and enterprises to become places of certification and to certify qualified staff to become assessors.
