R4D program

The Roads for Development Program (R4D) main thrust is to develop and institutionalize adequate capacities and instruments in the public sector that will enable MPW to effectively and equitably plan, budget and implement investments in rural road construction, rehabilitation and maintenance. The MPW will outsource works to qualified Timorese construction companies, using labour-based methods appropriate, and will rely on Don Bosco and IADE through the ERA Project for the training of the private sector. The R4D is implemented by the ILO through funding support from DFAT (Australia).


National Labour Force Development Institute) has been mandated to establish a national competency-based skills training system to guide the development of course curriculum, training delivery, and participation of the private sector in the determination of priority skills for national investments. INDMO identifies national priorities and works in support of other line ministries in particular SEFOPE and the Ministry of Education. The ERA project work closely with INDMO regarding the accreditation of Don Bosco and IADE regarding their accreditation, based on national competency standards.


Instituto de Apoio ao Desenvolvimento Empresarial(IADE) is a key component of SEAPRI which focus on service provision to the private sector. IADE is now an accredited national training provider that offers certified courses to its clients delivered by a team of certified trainers.Activities under the ERA Project in Collaboration with the BOSS project are geared towards establishing a sustainable capacity at IADE to provide contractors with quality need and market-oriented business development services, as well as information on business opportunities and local tenders. In addition to training, IADE’s services includes business information as well as an enterprise directory containing contact information of over 3000 companies in Timor-Leste. IADE has developed a Tender Information System (TIS) which allows IADE to disseminate information to the private sector on government and non-government tenders by email and SMS, and send other business information messages to entrepreneurs. serves as an information portal for entrepreneurs


The International Labour Organization is a Specialized UN Agency dealing with employment and skills development .
